Former Breckenridge town manager Tim Gagen was recognized with a Lifetime Achievement Award — the Colorado City and County Management Association’s highest honor — on Feb. 26. Nominated by Frisco town manager Bill Efting and Vail town manager Stan Zemler, Gagen’s more than 40 years of service with the town of Breckenridge were acknowledged at the CCCMA winter conference.
“It’s from my fellow peers, so it means a lot,” he said. “I’m very pleased and humbled. It was very much a surprise, and I greatly appreciate the recognition.”
While serving as town manager from 2000 to 2015, he helped form the I-70 Coalition, served on the High Performance Transportation Enterprise Committee and spearheaded a land exchange with the United States Forest Service (USFS), providing a key parcel of open space and land for workforce housing.
He also led the development of Breckenridge Vision, a citizen-developed initiative resulting in the creation of two early-learning centers, a scholarship program for parents and nearly 1,000 workforce housing units.
He stepped down from the role of town manager earlier this year and plans to retire in May.
“I’m in a transition role,” Gagen said. “The pressure’s lost, but I’m still having fun with it, so that’s good.”
Currently assisting town manager Rick Holman, he will also assist the town with some of its larger projects, including plans for a new water plant.
Prior to moving to Colorado in 1994, he served the communities of Darien and Hazel Crest, Illinois and Lowell, Indiana. In Colorado, he held the top position for Commerce City and the town of Breckenridge. He also served as president of the Colorado Metro Managers’ Association and of CCCMA.
CCMA is a statewide association of local government managers and assistants that offers professional development and networking opportunities and is the Colorado affiliate of the International City/County Management Association (ICMA).
