Breckenridge looks to introduce a program to get delivery trucks out of downtown

Delivery trucks would deliver to one location in town rather than travel door to door. From there, a third-party company would distribute the deliveries to the restaurants and businesses using a fleet of small electric vehicles.

At the Dec. 12 Town Council meeting, staffers brought in 106West Logistics to discuss how the roll out in Vail went and how a similar program could work in Breckenridge. 

Staff members noted in a memo that the town is interested in pursuing a similar program as it looks to reduce the number of delivery trucks accessing or idling near businesses from the Main Street alleys.

Vail’s introduction of the e-delivery service was accompanied by a ban on delivery vehicles and trucks in its villages. It also hoped to ban high-volume, commercial carrier delivery trucks, something the town is currently undergoing a lawsuit over. This ban barred national carriers from the area such as UPS, FedEx, and DHL.

This lawsuit, brought by the Colorado Motor Carriers Association, began in November and claims the town’s ordinance removing delivery vehicles from Vail Village and Lionshead Village is anti-competitive and preempted by federal law.

On December 15 a federal judge issued a preliminary injunction prohibiting the town from enforcing the ordinance until a trial is held.

With winter weather and holiday travel, Colorado’s Interstate 70 sees a spike in crashes every December

With holiday travel expected to pick up in coming days, the Colorado State Patrol is cautioning drivers that winter is here, and those hitting the road must prepare accordingly for winter conditions.

The Interstate 70 mountain corridor historically sees the highest number of passenger vehicle crashes in December, according to Colorado Department of Transportation communications manager Andrew Hogle.

“Vehicle and tire preparation is crucial to keeping I-70 and other roads in the state flowing,” Hogle said in a news release. “It only takes one unprepared vehicle to spin out or crash and cause hours of delay.”

Last December, 46 crashes occurred on the I-70 mountain corridor, accounting for nearly 23% of the total crashes in the winter months from October to April, according to the transportation department. 

Passenger Vehicle Traffic Law infractions reportedly caused a quarter of those crashes.

Colorado’s Traction Law requires that all motorists have 3/16 inch tire tread depth and an all-wheel drive, four-wheel drive, winter tires, tires with an all-weather rating or mud/snow tires, the release states.

If a vehicle has neither all-wheel, four-wheel drive or the adequate tires, it must have chains or an approved alternative traction device, according to the state’s traction law.

Major upcoming Breckenridge development could get even bigger

One of Breckenridge’s largest-ever proposed developments could expand into more areas of town by having another parcel of land added to it.

At the Dec. 12 Breckenridge Town Council meeting, the developer of the Peak 8/ Gold Rush Lot Development, Breckenridge Grand Vacations, and town staff proposed the addition of a seventh parcel. 

This proposal followed concerns raised by Town Council at a previous work session regarding the location of the workforce housing parcel for the previously six-parcel development.

Council members were wary of accepting the proposed development of 92 workforce housing units on Park Avenue, which would have a total of 143 beds. Council members felt this many units in that busy area of town could lead to issues with safety and pedestrian traffic. Many council members advocated for some of these units to be moved to the “Entrada parcel” at the corner of Highway 9 and County Road 450. 

Breckenridge Planning Commission and town staff had previously raised concern over a handful of issues, mostly related to landscaping and snow stacking, on the Entrada site given its limited size. This site has a limitation of around 35,000 square feet of housing to develop on it.

From hair caught on fire to faces frozen to the ground, Ullr Fest has a wild history in Breckenridge

In 1963, Breckenridge was looking for a way to stand out among the boom of new ski resorts in Colorado. Historians say Breckenridge did not exactly have the best reputation and was known as a “dirty mining town” before the ski resort opened. 

The addition of the ski resort in 1961 served as a new beginning for the town. It brought a Norwegian influence to the community thanks to the immigrants who helped kickstart the resort. Pulling from Norse mythology, the town decided to host a carnival honoring Ullr, the Norse god of winter and the patron of skiers.

The first event, which was known at the time as UllrDag, brought a new livelihood to Breckenridge. But some argued that the party-centric spirit went too far. Historians say as the years progressed, so did the debauchery.

One of the earliest incidents featured Gov. John Love and his family. His daughter Rebecca was given the honors of lighting the bonfire at the event. Leigh Girvin of the Breckenridge Heritage Alliance noted that this story has been passed down by word of mouth from people who were in attendance, so the exact year of that event is not known. Girvin described the bonfire that year as “a metal saucer sled up on some posts, like (the) Olympic cauldron.”

“It was filled with fuel so that it would burn,” Girvin said. “As this child went to light the flame of Ullr, the tippy saucer sled tipped, and her hair caught on fire.” 

Girvin said she recently was able to confirm, with the help of Breckenridge Police Department, a wild Ullr Fest tale that she initially thought was just a rumor. 

“The story goes that somebody passed out by the fire and fell with his face into the slush. The fire died, people went away and he froze his face to the ground,” Girvin said.

Opinion | Tony Jones: This bill would stifle Summit County’s economy

The following is a partial re-print of Tony Jones opinion column from yesterday's Summit Daily News.

Even as a lawsuit plays out against Summit County government by short-term rental owners concerning the overregulation of such properties in the county, Colorado’s governor and the Democratic Party-majority legislature are considering a bill that would further the war against the short-term rental indtry in our sta and put many of its citizens at economic risk.

That bill would raise property taxes for short-term rental owners from the current residential rate of 6.75% to the rate paid by commercial lodging operations, 27.9%. While I appreciate that they’re setting a floor by applying this only to short-term rentals that rent out their property more than 90 days, this is still another example of the death by a thousand cuts that Colorado’s governmental entities are applying to the industry. I get it that these types of rentals may put strains on neighborhoods, affecting the lives of neighboring homeowners. So do non-short-term rental homes — owner-occupied properties or long-term rentals — with barking dogs, half a dozen vehicles parked in front and snow-covered walks. And while those who would push such legislation often suggest the targets of their regulation are only corporate-owned properties, they’re ignoring the collateral damage to hosts who are Colorado citizens renting rooms in their primary (or only) homes just to get by and the many retirees using their real estate investments to generate passive income.

Supporters also hope to milk yet more money from these homeowners to help address the housing crisis in Colorado. You know, the same way recent lodging tax hikes to these homeowners by many of Summit County’s taxing authorities was intended to do. This is happening despite the fact that with the repeal of the Gallagher Amendment these same governmental entities are now slated to receive revenue increases due to skyrocketing residential property taxes.
