Tensions run high at Summit County short-term rental open house

The town of Dillon was home to a divided exchange regarding regulations on short-term rentals during Summit County government’s last public forum held Wednesday, July 27. 

The county implemented the open houses to collect public input on short-term rentals’ impact on the community so that officials could use the input to create legislation they hope to enact. They hope to take action on the issue before the end of the moratorium on issuing rental licenses for neighborhood zones, which expires in February. 

Officials from the county’s planning department attended the open house. They provided posters with short-term rental maps of each basin in Summit County, along with graphics that explained proposed short-term rental rules. 

The mood of the open house was divided. Many attended to protest the short-term rental regulations, but some were there to support efforts to make workforce housing more available. 

At the front of the room, an interactive poster provided stars that attendees could use to express approval of a proposed rule, but one attendee used a pen to draw frowny faces to express frustration.

Revisiting ‘Valley Curtain,’ the massive art installation that went up 50 years ago near Rifle

RIFLE — Imagine driving along the highway in August of 1972 and seeing 4.5 acres of fabric strung across the valley from peak to peak. The orange material created a contrast between the blue skies above and the landscape below and was an odd sight for drivers.

That was the scene created 50 years ago by “Valley Curtain” (1970-1972) on Highway 325 north of Rifle, Colorado, but not for long. Wind ultimately caused the art installation to be taken down from the Grand Hogback Mountain Range. The endeavor was one of the first large-scale projects done by the late husband and wife artist team Christo and Jeanne-Claude. The duo fascinated an entire generation and beyond with their larger-than-life works of art around the world. Their legacy will be the topic of the Summervail Art Workshop Legacy Project and Vail Symposium’s event Thursday at 6 p.m. at Vail Mountain School.  

“In 1971, the plan was to hoist the fabric up to the cable that would span the width of the valley but as soon as they started lifting the fabric up higher the wind caught it and started pushing it around. Part of the fabric went into the creek and got wet, so it became heavy and it was blown into the rocks, which then cut the fabric,” explained Dan Telleen, a local artist and owner of Karats Jewelers in Vail Village.

Frisco regatta returns Saturday

The Frisco Bay Marina and the Dillon Yacht Club will host the 13th annual New Belgium Timberline Cruiser Regatta on Saturday, July 23.

After a two-year hiatus, the race will make its return, Frisco spokesperson Veronika Hewitt said. Anyone with a sailboat may join and proceeds from the event will benefit the Dillon Junior Sailors, the town of Frisco announced in a news release. The race will also reward costumes and creativity. All Cruiser Regatta participants will receive a t-shirt, racers’ buffet dinner and New Belgium beer at the after-party. 

Registration is only available on the morning of the event from 9-11 a.m. at the Frisco Bay Marina. The cost to register is $45 per boat for four crew members and $10 for each additional person.

“This event is less about sailing and more about how much fun you can have on the water,” said Frisco Bay Marina General Manager Logan Snyder. “We want to see your best costumes and your biggest smiles as you navigate past islands with singing mermaids and floaty sharks.”

The captain’s meeting will occur at 11 a.m. Organizers will provide course maps at the meeting, and anyone who wishes to participate but does not have a crew may attend the meeting to join another if space is available.

Buying frenzy slows but home prices remain sky-high in Colorado mountain towns

After sales volume and prices between 2019 and 2021, the number of home sales in six Colorado mountain counties declined through May compared with the same period in 2021. And while prices remain sky-high, there are signs that the buying frenzy that spiked prices to all-time highs may be waning.

It’s not looking like the funny-money housing market collapse of 2008, but more of a slow deflation as the number of homes available for sale falls after nearly two years of frantic buying and selling.

Jim Renshaw, the vice-president of Land Title Guarantee Co., which has 50 offices around the state, started seeing a slowdown in deals a couple months ago. 

“While the number of transactions are diminishing, the purchase price of the properties is still increasing, especially in those markets where property is finite,” Renshaw said, describing how mountain-town home builders are so backed up that buyers sometimes must wait several years to build a new home on vacant land, which makes existing homes “more desirable and expensive.”

Summit County’s recpath system grows following official opening of the Fremont Pass extension

Summit County’s recreational pathway system just got longer thanks to the opening of the Fremont Pass extension on Wednesday, July 13. 

The project is 2.5 years in the making and adds 3.3 miles to the county’s system. According to a release from the County, the new path bypasses a narrow section of Colorado Highway 91 near Copper Mountain and follows the abandoned railbed of the historic Denver, South Park and Pacific Railroad. 

It also features two new bridges. One of those “protects an important fen wetland using a specialized design to let light penetrate to underneath vegetation,” said the release. The other bridge “creates a 270-foot highway crossing that provides recpath users safe access across Highway 91.” 

The new path stretches from the existing Tenmile Canyon Recpath to the southern boundary of Climax Mine near Leadville.

Breckenridge prepares for first reading of short-term rental regulations

Months of discussion and research could soon come to a close as Breckenridge Town Council and staff hammer out the final details of a short-term rental ordinance. 

In recent weeks, council members agreed to by land use districts and guidelines instead of drawing new lines to distinguish tourist areas from traditional workforce neighborhoods. This way, it would be easier to tell what properties are in their designated district, they said. In total, there will be four zones: Resort, Zone 1, Zone 2 and Zone 3. 

For resort properties, or areas that provide additional amenities and operate more like a hotel rather than an Airbnb or VRBO, council members said that a much higher percentage of licenses is appropriate. On Tuesday, recommendations to staff ranged from 95% to 100%. Zone 2 is a zone where rental saturation is relatively high, but families and residents still live there. The area has a higher density, so its percentage rate is about 50%. For Zone 3, council and staff noted that they wanted to protect the character of these neighborhoods, and council members agreed that its percentage should remain low at 10% to 15%.

Red, White & Blue Firefighters deployed to Sequoia National Forest

The Red, White & Blue Fire Protection District sent three firefighters to assist U.S. Forest Service crews in the Sequoia National Forest in June. Red, White & Blue Captain Derek Goossen and two crew members are assigned on severity, meaning they are helping local crews while the region experiences an increased threat of wildfire.

Fire severity patrols are assigned to specific areas to rove and monitor campgrounds and forests for the first signs of a fire, as well as other hazards that could ignite a wildfire, Red, White & Blue Chief Jim Keating said.

All aboard the Rocky Mountaineer — Colorado’s new luxury train

Stacked layers of creamy white, apricot, lime and cocoa brown stone stretched like giant, multicolored taffy candy across the cliffs in front of me  as we neared the state line dividing “Colorful” Colorado and “Life Elevated” Utah. This vivid rocky plateau was just one of many diverse landscapes I beheld while traveling aboard the new Rocky Mountaineer luxury passenger train last October.

A new rail journey in Colorado? Yes! While our state benefits from a number of great and scenic historic train rides and railway journeys, this is the first two-day, exclusive passenger train linking Denver to Moab. Not only is it a first for Colorado, it’s also a first for Rocky Mountaineer the renowned Canadian luxury rail company, which debuted this trip late last summer. The “Rockies to the Red Rocks” route includes an overnight stay in Glenwood Springs.

Since 1990, the Rocky Mountaineer rail line has offered train journeys that explore some of the most beautiful spots in western Canada and the Canadian Rockies, including the Banff/Lake Louise/Jasper national park areas. When the company began scouting for a route in the United States, it discovered underutilized passenger rail tracks linking Denver to Moab.

Although Amtrak and other commercial rail lines use a portion of the tracks, Rocky Mountaineer opened up 20-plus miles of underutilized track winding through red rock canyons providing views never seen by passenger rail.

Silverthorne Days Inn could bring dozens of workforce housing units online by Aug. 1

By the end of the summer, the Days Inn in Silverthorne could house dozens of new workforce units under a new conditional-use permit given to the Summit County Combined Housing Authority. 

Located on Silverthorne Lane, the Days Inn has operated as a hotel since 1986, and the current ownership has managed the location since 2009. Rent for units would be between $850 to $2,000 per month. In total, there are 75 rooms, and 30 of them are equipped with kitchens. Jason Dietz, Summit County’s housing director, said the department is hoping that units could be online as soon as Aug. 1. 

“There’s opportunities for studios, like just basic hotel rooms, up to four-bedroom type units,” Dietz said. “That’s how we came up with the configuration. It could be flexible depending on demand, but based on our experience with other projects and the Days Inn, it’s really nice to have a wide configuration of price points and room types for the local workforce. I feel it’s going to be in strong demand.”
